Really tough to tell.  They have historically been very experimental with nuclear technology.  They have operated many more nuclear platforms than every other country in the world combined.  We have operated much more safely, reliable, and quieter to be undetected.  Hence the reason we have never had a nuclear accident in the Nuclear Navy and they have had several.  

Interesting, but disagreeing (even in the respectful, nuanced way that you did) with DD about defense and military matters is usually not the way to roll

Read the open source non-proliferation reports, it's not tough to tell at all.  Russia is a hot mess with their infrastructure and weapons system, so much so that no one trusts them to maintain them.  They don't even trust themselves.
