Is it time to cut bait now?  Even with the prospect of new team next year, just don't see his potential ever being realized anymore. 

Bortles ain't the best, but he fits team needs since I was rolling out Cutler/Hoyer and Gabbert/Kaep; and it'll keep me from needing to reach for a QB early next draft

I could move Baldwin instead, but even he seems to have more value than Floyd now

I would be very surprised if the Bortles owner accepted a Floyd for Bortles offer.  Floyd has very little value at the moment and I don't see it going up much in this year.  If you can move Floyd for Bortles I would do it quickly but I don't think the Bortles owner will do it.
