As was the case in the preseason, the Browns have been alarmingly sloppy and lacking in discipline. In one quarter of play they've racked up a whopping 7 penalties.

Is this just a TOP thing (CIN looks like they've had twice the possession time that CLE has) or is it something in the gameplan -- aside from being down 10 points -- that favors the pass?

The team record for most penalties in a season is currently held by the Chiefs, who were ran afoul of the zebras 158 times in 1998. That was just under 10 penalties per game. The Browns currently are on pace to blow that record out of the universe with 448 penalties.

The most penalties in a game was 22, achieved 3 times:

Brooklyn Tigers vs. Green Bay Packers (9/17/44)

Chicago Bears: vs. Philadelphia Eagles (11/26/44)

San Francisco 49ers vs. Buffalo Bills (10/4/98)

Honestly, I would not expect a lot. Massaquoi and Robiskie start, lot of passes to the TEs...not trying to be a jerk just being honest. McCoy is looking better as the game unfolds so maybe we see Little bit more in the 2nd.
