Three inches of duct tape around the connection isn't the worst idea. That's what I did when I hung white lights up around my brownstone garden (apt).

Probably should have noted that all the duct tape connections I had in my garden were antique indoor extension cords. I was exceptionally poor immediately after the divorce.

People have been putting lights out for years under a foot of snow, slush, freezing rain etc.If you're that worried, put some duct tape or electrical tape around the connections like BobbyLayne suggests. I've even heard of people putting plastic baggies around the connections and then taping those ends.

As somebody who has been out of his home since July do to a fire started by faulty outdoor wiring, I say cord, shmord- do what makes you feel good.

Indoor cords outside are not a good thing.Also I'd strongly recommend using a GFCI, here's one example:
