Three inches of duct tape around the connection isn't the worst idea. That's what I did when I hung white lights up around my brownstone garden (apt).

It might rain tonight, and I was wondering about the outside Christmas lights I put up and the extension cords laying on the ground. Is that going to be a problem?
Pretty sure they're designed to be outside in the elements.
One of the cords is an old indoor one because I didn't have enough of the good stuff.
Probably should have noted that all the duct tape connections I had in my garden were antique indoor extension cords. I was exceptionally poor immediately after the divorce.

You should still be fine. People have been putting lights out for years under a foot of snow, slush, freezing rain etc.If you're that worried, put some duct tape or electrical tape around the connections like BobbyLayne suggests. I've even heard of people putting plastic baggies around the connections and then taping those ends.

Indoor cords outside are not a good thing.Also I'd strongly recommend using a GFCI, here's one example:
