If the info is good it is going beyond the lines of competing as individuals.That the other owner still has to make up his mind is no different than you offering a bribe to a cop and saying it doesn't matter because the cop still had to make up his mind whether to accept it. Or pointing out to some other team that there's a big drop off at a position and so he should be bidding on this guy.
