Why would I want to meet people who would do something like this?

Maybe, maybe not. Only one way to find out. 

Worst case scenario, you go over for 30 minutes, have a cold beer, hit a blunt, but still aren't feeling the vibe. So you say, "hey man, I hate to the crotchety old neighbor, but do you mind turning the music down a tad?"  Even young long-hairs will typically be sensitive to such a request when asked. It's very likely they never really considered that anybody in the neighborhood would care. They are young and dumb. 

Best case scenario, you end up posting in the "how young is too young" thread the next morning.
