could have. It was a salary cap consideration. Are you going to just pay a kicker as much as he asks for, no matter how much, because of what he's done in the past, when he's already possibly past his prime? That would be poor salary cap management. The Patriots set a value for him, Vinaitieri wanted more than that, and they decided to move on. Excuses, excuses. The point is Boston is nationally known to have their main stars leave their team while burning every possibly bridge in the process.
Put Vinatieri on just about any other NFL team where he won two SB and I can promise you he would still be there.

Why would Brady leave the organization? We just signed him to a longterm deal. With all the superstars we have here in Boston, we sure can't keep them all, but we'll certainly keep Brady.

What really happened with Clemens was he was offered a joke of a contract, an insult (remember he was THE FACE OF THE ORGANIZATION) basically a no contract, contract (would be like your boss coming into the office when it's time for a raise and your salary is docked 25%, yes you are offered to stay but not really) so like any athlete no way are they going to stay after that insult which springboarded him into two in a row CY Youngs.
