Other than K, P, and LS, all special teamers are some other position like WR, RB, LB, etc. So, if the criteria is that they can't play any snaps at an offensive or defensive position, then you probably won't find anyone. You'd probably even have a hard time finding many players who only took snaps on ST in one season, much less a career.
