I wouldn't think so.  The NHL had that situation with the lockout and mixed it up for the Sidney Crosby draft best of my recollection.  I think they held a lottery.

I have no idea if it is accurate, but I believe I recall hearing a discussion on an ESPN show saying they'd likely average the past 2-3 years of results to establish the order.
