I think we are confusing terms here.A PK is the result of a direct free kick infringement that occurs in the penalty area.Direct
But in any direct free kick, you are more than allowed to pass the ball. Direct just means that if you want to shoot directly on goal you can, but direct does not mean you are required to.
For example, a corner kick is direct since you can score from the single touch but as we know the vast majority if corners are passes/crosses.
