If they can do a good job with those two things then I think they can hold the Patriots scoring down. NE and TB has face Jim Schwartz led defenses 6 times and compiled a 5-1 record with 30.7 ppg scored with an average margin of victory of 8 points. In those games, Brady put up 254 passing yds/gm, 11 TD, 1 INT, 103.5 rating
That includes games with 38, 40, 45, and 37 points. There were a couple of lower scoring games (including the one loss) in the early days of Brady's career. Yes, this Eagles defense is better than the ones the Titans / Lions / Bills had to offer. I am not informed enough to know if schematically Philadelphia is running things differently than those units did.
On the offensive side of the ball, Frank Reich has only faced the Patriots once as an OC with SD. The Chargers lost that game 23-14.
Not sure how to define "keeping the Patriots scoring down," so I will just give a snapshot. In the past 5 seasons, NE has played 13 games against Top 5 scoring defenses (which is what PHI was this year). The Patriots went 8-5 in those games and averaged 24.4 ppg and 355 yds/gm.I think it all comes down to how well do the Eagles cover the running backs out of the backfield. That and not taking big PI penalties. If they can do a good job with those two things then I think they can hold the Patriots scoring down. If they can't, then I could see the Patriots getting high 20's, maybe 30's in points.
IMO, the Pats may be down some skill position weapons but the ones they do have represent a pretty decent departure compared to what they had in their recent SB teams. Cooks, Gronk, Lewis, and Amendola pose a whole different challenge than the mainstays in 2016 (Edelman, White, Mitchell with contributions from Amendola and Bennett) or against the Seahawks (Edelman, Gronk, Vereen, LaFell). If Cooks decides to wear his big boy pants and show up again, I think NE will be able to move the ball through the air. If the OL gives Brady time, then I think NE will really be able to move the ball.Seems to be a lot of focus on the Pats O vs. the Philly D but one of the keys to me is Philly's offensive weapons...as well as Foles played last week he is the weakest QB the Pats have faced in a Super Bowl...the Philly offensive weapons are solid and Pederson seems to do a real good job with his ever present play sheet but it's not like they have Bell or Brown or Freeman and Julio like last year...Ertz is excellent and the Pats can not let him own third downs...Clement (if used correctly) is the type of RB that could do some damage against a BB defense...those are the guys I am most worried about right now...the Pats need to do a solid job containing the other weapons Philly has...to me that is the of utmost importance...Ertz will make his plays but the Pats can not give up big plays to a player like Jeffrey or Agholor or let Ajayi rip off 10+ yard runs...if they can not handle these type of players it will make things difficult...the Pats D catches a lot of heat and is not always fun to watch as a fan but they usually do one thing very well...they keep points off of the board...with Philly having a very good D they need to at least play Philly's O to a stalemate...that allows the game to be decided by Brady and I will always be comfortable in that scenario regardless of who the defense is...
On the offensive side of ball I feel Chris Hogan and Rex Burkhead are gonna be real important...with Edelman and Mitchell out (and backup TE being invisible) the Pats receiving weapons are not as deep as usual...when Hogan is on this offense becomes very difficult to handle...Hogan has been a non-factor since coming back from his injury so hopefully a 2 week layoff gets him more time to recover...if they can get him going early it will be a huge plus for this offense and put a lot more pressure on Philly's secondary especially if they are focusing on Gronk...as for Burkhead I just have this gut feeling that if the Pats win he is going to have some big plays...he is a little bit of a swiss-army knife and I gotta believe they try to find some mismatches for him...like Hogan he was banged up and the hope is the 2 week lay-off helps him as well...

As you mentioned, Hogan or Burkhead should be able to get some mismatches. And there's still White if they opt to use him (140 yards, 3 TD's in the last SB). Even with Edelman and Mitchell out, when White is still your 7th best option on offense, you still have plenty of weapons for defenses to worry about.
I happen to think that at some point NE will go to a spread offense and go no huddle. Even though the Eagles rotate their linemen a lot, if they get stuck on the field and can't substitute the Eagles would be in the trouble of giving up points.
Put another way, in two games against the Giants (with all the New York injuries), the G-men were able to put up 800 passing yards and 6 passing TD's in two games against PHI. That's an average of 400/3 from Eli Manning (who averaged 205/1 in all his other games).
Well as you have said, the key to beating the Patriots is to hold them under 23 and to score more than 23. So to me holding them down is upper teens/low 20's. Based on history, I think it would be very hard for the Eagles to hold the Patriots to less than 15 points. Looking only at TD's, they scored 3 or 4 TD's in 8 of those games. They only scored 1 TD in one of those games (DEN 2016 . . . and NE still won).

Looks like NE is most likely going to score points 4 times. NE was held under 20 points in 3 of the 13 games.They scored 24 or more points in 8 of those games.
