Moss is 99.9% already signed. They can't announce it until 2/29 based on league rules. They are not :taking any chances" here. If there was any risk of him leaving, they would have tagged him. Similarly, if they did not plan on bringing him back they would have said that (like they did will Stallworth and Washington).

Randy Moss reworked his deal to go from OAK to NE. League rules prohibit a player from doing anything contractwise more than once per NFL calender season. Those are the rules. So NE could not have signed or announced Moss has signed until Day 1 of the 2008 season (which is 2/29/08).Clark DID NOT redo his contract during the season, so he and the Colts were free to sign and announce a new deal whenever they wanted.
I don't make the rules, I just report them. On the surface it seems like a pointless rule, but it makes sense because players could theoretically be redoing their contracts several times a year to help teams circumvent the salary cap all the time.
I agree at this point it's a few days away and I don't think anyone is tinkering with cap numbers to space out a different cap number than was reported in the NFL books. But again, rules are rules (and given the Pats being cited for a ton of rules violations I can see why they aren't talking).
You apparently aren't the only one, as I have seen people in the media not aware of it either and concluding that Moss remaining a Patriot is a roll of the dice, that he will be a free agent on the open market, that they are going to have to outbid people, etc. and not even considering the fact that the team can't announce that they have a new agreement.

You mean the media doesn't know everything?!? It probably doesn't come up that often, I imagine. Most reworked deals extend beyond 1 year, so they'd still be under contract after the start of the next season.
