and is that cost greater than the cost + time of purchasing new pegs

gotta put pegs in at the new place either way. if pegs are cheap enough i'd just buy new ones and skip the step of removing the old.

No. I frequently move stuff around as I add and subtract items. And sometimes I reorganize as I notice things that would be better in a different spot.

I'd leave the peg(s) and board. Upgrade to garage cabinets and a slat-board "backsplash" to store quick access tools and what not. Those peg boards are the worst.
