Question on the WR Consistency Ranking Article (1 Viewer)

How is the "Ave EV" calculated? Is that based on some sort of projections? I can see how all the other calculations work, but can't see that one. Ultimately, just trying to understand how it works and why all the WRs have a negative Ave AV.

The formula for Ave EV is 21.5/(salary/1,000). The concept is that it takes 21.5 points per roster spot, not including kickers and defenses, to score 180 points and average 3x salary (for tournaments).
