It's a Payton offense. "Starter" is fluid. They could roll Dobbins out there for the first play of the game, then he may not be seen again until the next week.
I put no relevance on any rookie's standing on the depth chart right now and in this case won't put much stock on it in season either due to multiple RB usage that Payon will utilize.
Kamara only started 3 games his rookie season and he was RB4. This was similar amount of games that Sproles started in his 3 seasons with Payton when he was a consistent 15'ish PPG guy.

Take everything with a grain of salt. many times, rookie RBs do not ascend to RB1 status on the depth chart until at least a month or two into the season even if they are getting more snaps and more production, there is something to being the HC and dealing with veterans and showing them respect for being in the league and suffering the injuries, the training camps they've had and showing a little respect for them so they are in turn respected by younger players they want to coach up and need the veterans to lean on them a bit and show them the right way to be a professional even though the veteran knows he is helping his future replacement, it ensures they continue to have a job
I said all that to just simply point out a lot of these reports should not be taken as bible scripture for the 2025 season. I agree with others that the RB1 spot on Denver will be fluid and Payton has always used multiple RBs, he kind of pioneered it when others were riding LT, Priest and many others in that era. When i look at Dobbins, I simply don't see a dominant RB1 and I think Harvey will have plenty of chances to gain more playing time throughout preseason, September and early October, I think Harvey will follow something similar to Bucky Irving last season and maybe not the exact blueprint but over 4-6 weeks early in the season he will make some big plays and get more snaps.
Harvey might not be the lead when the team is nursing a 24-17 lead in the 4th Q, but the production he will produce to help Denver get those 24 points is where the rub is
I see Harvey very productive between the 20s and some nice TDs from outside the 10-20 yard line, he might not hit double digits his rookie year but I think he can produce somewhere in the 60-80-100 yd weekly range with receptions and a TD splash every few weeks, great RB2 platoon candidate going in the late 5th/early 6th depending on league size.
Things could change in camp if Harvey doesn't understand the playbook and his role, but we haven't seen any blurbs from beat writers that would indicate any of that
