Why are the rankings/projections for Sean Jones so low?

The guy was a beast in CLE.

He's listed as the starting TBB SS, so does it have to do with their defensive scheme, or some apparent DB rotation?

Yes, but that was a function of either not starting, movement between FS/SS, and/or rotation.These limiting factors no longer seem to be present...
I thought he started at SS last year and played primarily in a run stopping role, but his tackle numbers were still disappointing.There's definitely upside there though. He's been getting some positive buzz this preseason and seems to be more comfortable in the defense, which is also apparently looking for him to make more big plays. I have him on a few teams and am optimistic. Might need to bump the numbers up a little bit in my projections for him.

Aside from the Cincinnati game, in which he left very early, I think he played nearly every down last year. He managed just 55 solos. There was a slight bump in his big play numbers during the second half of the season, but the telling numbers for a Cover-2 safety (solos and passes defensed) don't paint a flattering picture. He's not a force in run support (by design and skill set) and he doesn't have enough range to make many plays in coverage.There was an interchangeable nature to the safety situation in Tampa, but it's a Cover-2 shell. Neither safety is going to be in the box much if at all. Given that the Bucs didn't improve at the safety position this offseason, the player we should be watching is Tanard Jackson. If/when he's re-instated, he could assume a major role quickly and be a viable DB3+ by midseason.

Any ideas about if/when he comes off suspension? He is eligable now I believe since I think it has been 1 year.

Suspended Bucs FS Tanard Jackson is eligible for reinstatement on Thursday.Jackson has to apply for reinstatement, which isn't a given considering his track record with the NFL's substance abuse policy.
