I assume this means anyone in an apartment building or otherwise unable to get a dish pointed in the right direction can get Sunday Ticket, or at least the online version, meaning you can stream it to your laptop or desktop or HD-ready monitor or whatever. Maybe you don't even have to do much to convince them you can't get Direct TV.
