I got the sense that the Texas law enforcement thought they had such an obvious slam-dunk on the murder charge that it didn't seem worth the effort to tack on any other charge. That's maybe why all these years later, they still seem so utterly stupefied by the acquittal. That poor Galveston cop looks as if a piece of his soul has eaten away.
