I didn't like Kima much either.The only charecter I found truly unlikable was Kima's girlfriend. Other than that I have never enjoyed being annoyed by characters more than this show (McNulty's wife, Namond). That just tells me how well they played their part.
As I said earlier in the thread, I found all of the politician characters to be ciphers, mainly about their ambitions and the forces/desires that drive them. Carcetti never seemed like a real person (unlike all of the other characters), he seemed like a construct to prove some sort of point about politics. His wife was probably the worst, thinnest character on the show. Everything she said was vacuous and annoying. McNulty's wife was a non-factor but I disagree about Namond. He was perfectly portrayed as a kid trying to be someone who he simply wasn't and could never be. Ultimately he was no more of a corner boy than Duquan but he had the benefit of being Wee-Bay's son so he was granted status without earning it. For me McNulty was perhaps the most annoying character...perhaps frustrating is a better word. Because he just couldn't be good murder police without also being a drunk, philandering, selfish, degenerate, #######. Carcetti wanted to do well for the city of Baltimore and keep it real but in the end he was just another politician who wanted power. I don't disagree about Mouzone but why Walon? Yeah, definitely. Carcetti's story is yet another arc in The Wire that's depressing. The irony is that both characters were written for, and loosely based on, him. Whatever the case he's a heavyweight badass and knowing how close they are to him I feel silly #####ing about acting. Which I don't think is as bad as everybody else, but maybe that's because I'm familiar with him.
