No, it’s not. 

Notice I said “... while walking around in shorts, no socks etc”

That’s not what a freezing person chooses to wear is it? No. The extra 2 degrees of comfort you desire, could easily be attained by putting on a pair of socks. 

Still chilly? Sure go ahead. But let’s try adding socks or maybe long pants to lounge in ... before adjusting the temp for everyone else. 
I would be wearing a full-length heavy robe and fuzzy socks and still be frozen.

64F is right out.  

 
For whatever reason I end up with a massive headache if I have a light on while watching TV.  Doesn't happen if the sun shines in during the day while I'm watching either, just a light at night.  It's ####ing weird.
The picture is better that way too.

I dont see any reason the thermostat should be above 70. 
I agree with your first point but definitely not the second. 

 
My top 3 are pretty common.

1. Turn off the lights

2. Pick up after yourselves

3. Load your dirty dishes in the dishwasher, if it is full of clean dishes put them away and then load your dirty dishes
