Either way, this will still work great for me. At the rate I explore they'll have no trouble building up settlements before I have need to move them. I have another mod that randomizes the locations of all bobbleheads and magazines, so I'll be scouring every map area I come across.

Yes, the only valid leaders are companions. The mod creators have talked about changing that to allow for different leaders but if they haven't by now... still it's not a problem in my eyes. I want my specials to be in leadership positions rather than just hanging out in whatever town you leave them in.

The Unofficial Fallout 4 Patch I honestly have no idea about everything it does but it seems pretty essential.
Sim Settlements
Sim Settlements Rise of the Commonwealth this is the mod that actually allows you to assign leaders to communities. You need sim settlements to run this.
Lowered Weapons it seems like a small thing on the surface but it is a noticeable improvement and once you have it you'll understand why. "Get that damn gun out of my face!"
Improved Maps with Visible Roads there may be other mods for improving the map on your Pip-Boy, this is the one I chose and it is an improvement over the vanilla UI
Faster Terminal Displays whichever coder at Bethesda thought it would be a good idea to have computer terminals reveal text at the pace of a 1950s dot matrix printer can eat a bag of #####. This mod speeds up terminals.
Valdicil's Item Sorting another thing Bethesda really dropped the ball on is inventory control. This mod does a better job of allowing you to manage your inventory. Let's you get rid of junk much easier.
Armour and Weapons Keywords Community Resource (AWKCR) - I think this is required to allow Valdicil's Item Sorting function better.
Power Armour Animation Changes again, how Bethesda thought seeing a ploddingly slow animation for something you do regularly in this game is mind boggling. Speeds up the animation for jumping in and out of power armour.
Shaikujin's Better Warning for Settlements Being Attacked if you value protecting your settlements this puts up an in game pop up that you need to click out of to let you know when a settlement is under attack, something easily missed in the vanilla UI when there could be a lot going on.
Easy Lockpicking initially I was anti this mod but after my ten thousandth lockpicking attempt, and accumulating about half a billion lockpicks I figured just get me through it ASAP. There is no value in picking locks yourself (although I still enjoy hacking terminals myself as it is more of a brain game).
Everyone's Best Friend this is a great mod and, IMO, absolutely necessary. It allows you to have a companion AND Dogmeat travel with you at the same time. It effectively doubles your storage capacity as you now have two pack mules with you. This is an increasingly critical element when it comes to assigning leaders when using the Sim Settlements mod. Not only can you bring them more building resources to speed up settlement development, you can also "donate" more weapons, armour, food and water to the settlements which the Leader then doles out to the populace. No more talking with each settler and swapping out gear to make them stronger (which helps them defend the settlements more effectively if you can't/won't go help).
I consider all the above pretty essential, here are a few more that I just kind of find useful:
True Storms this is a very popular atmospheric mod that, for those so inclined, improves the weather appearances in FO4.
Companion Stealth Distance I don't know about you but I hate it when Dogmeat or a companion stealth moves in front of me. It prevents me from surveying ahead and is just plain annoying. This mod fixes that.
ETSGS Easy to see glowing stuff. I am a loot whore, I love loot but it can be a real PITA when you carefully clear a building only to find out later that you missed a Perk Mag and have to go back and get it. This makes special loot easier to see.
Perk Magazine Material Fix because ETSGS doesn't work on every mag, this fixes that.
Better Settlers if you enjoy the settlement aspect of FO4 this is a nice addition as it adds a ton more variety to your settlers. It adds 240 additional settler models. I like that but it does require two additional mods

Craftable Ammunition this is NOT a "unlimited ammo of all types" game breaking type mod. What it does do is allow you to craft an ammo crafting workbench and, if you have the correct resources you can craft ammo and not rely exclusively on scrounging it. It is a bit confusing to learn how to use and all that but it's worth it IMO.
