Let's say that Tim lives in California and he thinks Hillary > Johnson > Trump.
Let's say Commish lives in North Carolina and he thinks Johnson > Hillary > Trump.
They're both kind of stuck wasting their votes, right? Tim's vote for Hillary isn't doing anything useful -- she's going to win his state anyway. And Commish's vote for Johnson fails to express his preference for Hillary > Trump where that preference might actually matter.
If Tim could have his vote for President counted in North Carolina instead of California, he should do so. And if Commish could have his vote for President counted in California instead of North Carolina, he should do so as long as he's not sacrificing his Johnson support in the popular vote.
There's an opportunity here.
Tim and Commish should agree that Tim will vote for Johnson in California while Commish will vote for Hillary in North Carolina. They can trade their votes with each other. The popular vote will remain the same as it was going to be, but the votes will be moved to the states where they will do the most good.
(Someone with a Trump > Johnson > Hillary preference can make a similar arrangement with a Johnson > Trump > Hillary person.)
