I’m in a total keeper league.  I’m short on RB.  I have Kelsey.  My backup TE is Waller.  I’ve been offered David Montgomery.  Would you make the trade.  My current RB’s are:

Chris Carson, Mark Ingram and Leveon Bell.

I'd want more for Waller. Top-5 TE for low-end RB2 is a not a trade I'd want.

Agree with travdogg, you need RB upgrade and you should shop a TE, but you should be able to do better, particularly if you are in a 12+ team league. You can consider shopping Kelce too - falling back to Waller may be palatable, and you may be able to get a TE-needy team to part with a mid- or low-RB1.
