Or he's just pretending to be straight.My boss does this.....along with a pin stripe european style suit everyday.....the thing is, he's a straight guy from LA......I don't get it, can just assume he's a tool!
I was about to post something similar.I wear cufflinks to work. Of course, I'm pretentious for a lot of reasons that have nothing to do with wearing cufflinks.

One of our Vice Chancellor's does this as well. He'll often go with the French cuffs and suspenders. Older gentleman with a family and grown children. He's from New Orleans originally, and he is a professor of French. Cufflinks with long sleeved crewnecks will be the new "street" trend, and it will all be due to my genius.I'm going to wear them with a stained long-sleeve crew neck tomorrow to see how that look comes together.

So you're just an admirer.The guys I know who wear a $5k watch and a $500 pair of cuff links on their custom tailored shirts aren't as pretentious as you'd think. They're just damn good at what they do and place a high priority on looking put together. Everything these guys do is planned and measured, including what they look like.
