What is the best way to send money to someone monthly in a third world (1 Viewer)

I rarely post, but I see people ask the most random questions and get it answered so I figured I'd give it a shot.

The best solution I can think of is to open an account at my bank and to transfer funds to the account monthly. Then the person who will use that account will have 2 debit cards tied to that account only. Communication with that person would be through WhatsApp. So if the cards got lost/stolen/about to expire the person could then notify us and we would send over new cards asap. We always know people who are traveling over there so sending them would not be an issue.

The only expense would be ~1% taken out each time money is withdrawn.

If there is an easier way to do this I would love to know!

Offshore sports books use that as an option, and it's relatively cheap if you pay in cash, maybe a few dollars commission.
