I think a good case could be made for either pairing. My slight lean is for what Dallas did, but could easily be wrong.

Henderson will be RB 1 in short order. No comparison in ability between Henderson and Stephenson. Vrabel has no allegiance to him either. Rhamondre will still play, but you don’t spend this capital on this player to have him be the 1B in a timeshare.

agreed. The Cowboys have such a bizarre roster- a few truly elite, high paid players, and a bunch of below baseline players. They lack a middle class- reasonably priced, quality players to fill out the 53, and provide some depth. Fowler is the type of player that addresses this.
