I think so, yes. If you fumble out of bounds in the field of play, you do not lose the ball 20 yards up the field. It's ridiculously inconsistent. For the D to get a turnover they should recover the fumble same as the rest of the field. No? Why do they get the ball and a touchback. Strange rule.
