We should probably alter the thread title just slightly.

What I've witnessed the last few days is a major decline from last year's teams. Most will get better as the season goes, but as it is right now, these teams aren't playing well.
I disagree completely. The ACC doesn't send the worst three teams in their conference every year, while the BigTen sends every member. The
ACC still hasn't won since 2008 and they never include their weakest members.
You do know this is the first year for the expanded ACC, right?
So, in 2011 and 2012 (the ACC lost both times), they did. Prior to that they still excluded their worst team.
2006 - Wake Forest did not play due its last place finish in the ACC during the 2005-2006 season.
2007 - Miami did not play due to its last place finish in the ACC during the 2006-2007 season.
2008 - North Carolina State did not play due to its last place finish in the ACC during the 2007–2008 season.
2009 - Georgia Tech did not play due to its last place finish in the ACC during the 2008–2009 season.
2010 - Miami did not play due to its last place finish in the ACC during the 2009–2010 season.
2011 - All teams.
2012 - All teams.
2013 - Clemson, Virginia Tech, and Wake Forest did not play due to all three teams finishing at the bottom in the ACC during the 2012–2013 season.
You are right it is more glaring with the recent expansion, but always a slight edge to pull your absolute worst team out.
