They must have decided he was going to the ground "in the process" but he took 2 steps before he was hit...I'm not sure he would have gone to the ground without the hit....bad call going against Denver IMO. Denver not doing themselves favors by taking stupid delay of game penalties. The roughing the passer call was really borderline. The lineman was there as Wentz was still throwing.
