When I lived in NY (Hudson Valley area) my go to IPA was Hurricane Kitty from Keegan Ales.

Good choice. My go-to IPA around here right now is Astrodon by Peabody HeightsIn Maryland, more specially in Baltimore there is Speed Wobbles from Key Brewing.
Very smooth IPA and at 4.6% it's a great session beer. Can usually pick it up for $11.99 a six pack

I think for North Carolina it would have to be Surf Wax from Burial. Or really anything from Burial. I like Pernicious and it's readily available. But Burial is special.

What turned you off Two Hearted? Is it because it rhymes with Who Farted? I think that's one of the best IPAs in the country.

I hear you, but I still think freak of nature is greatA lot of folks stays away from Wicked Weed after being bought by AB Inbev. I still like them but like some of their other stuff a lot more (sours and some stouts).Love a good IPA, especially in hot weather. The more bitter it is, the better.
Here in North Carolina, my favorite local is Pernicious IPA from Wicked Weed Brewing in Asheville. A bit over 7% so it's not exactly session-able, but it's not crazy either. Just have 2 instead of 3.
I tried a bunch of lower alcohol session IPA's, and most of them are little lacking in the taste department. If you drink an All Day IPA after a Pernicious, you know it.

Citrazona is good. Barrio does a nice job.I'll see if I can jump GM's pick with one from AZ, Citrazona from Barrio Brewing in Tucson 6.6% and hopped with Citra, Simcoe, and Mosaic. Not totally sessionable but close.

Lawson’s little sip might be one of the better session IPAsVermont has a lot of good options. Alchemist’s Heady Topper and Lawson’s Sip of Sunshine come to mind.Zero Gravity’s Madonna out of Burlington, VT is also very good.Was in Vermont over the summer and went to Fiddlehead- they make a solid IPA

Good Lord. When I was homebrewing, I got a Belgian Tripel up to about 15%. I know, the state is robust with good offerings. But I'm looking for the IPA that is found almost anywhere and isn't going to cost more than $20ish for a 12. That's not easy to do, but that's the criteria here.
I think I'm going to shock the California crowd. Have not seen mine mentioned yet. Were I to rank this one, it's going to be right below my Arizona choice and that's not a knock. The Arizona IPA I'm picking is glorious for all the reasons I need it to be.

Anyway there are a few I like and my favorite by far for CA is Pliny the Elder. My daughter went to Sonoma St so every time we went for a visit I ended up at the Russian River Brewery and had to take a box home. Not a fan of most IPA's but really like Pliny.
I don't even think Furious is Surly's best IPA. It is very very good, but Todd the Axe Man is better (I guess Todd got the boot and it is just Axe Man now).Without question.I'd nominate:

Excellent Beer Art, if you enjoy Ralph SteadmanLike a couple of others have said, I've drifted away from IPAs. I don't know if my body changed or my taste buds or what, but the really hoppy brews don't agree with me.
That said, I'm nipping Flying Dog's The Truth Imperial IPA (8.7%) right now. It's on the less-hoppy side and is pretty good.

I fly in/out of Santa Rosa when I go up to my parents, and I always make it a point to get to the airport a little early for my flights back home as the Santa Rosa airport always has Pliny on tap. Couple of those before the flight and it's a great way to end the visit up to help the parents out around their house.

I also went to Sonoma State - actually grew up in Rohnert Park from 7th grade until I moved to Southern California after graduating college and getting married - bummed that they are cutting all of the sports programs and about 20 majors.
Russian River will now ship within California, so you can get Pliny the Elder and their other offerings sent to you. During Covid they did a Pliny the Younger bottling and you could order that for shipping - you would get a mixed 12 pack with I believe 3 Youngers. I'll need to see if they still do that, it's getting to be about the time of year that they release it.

If I'm understanding GM's request though - where it's a reasonably priced, decently available IPA (with Four Peaks Hop Knot as his ideal example) - Surly Furious seems like the right Minnesota answer.

Gun to my head, if I had to drink just one IPA for the rest of my life, I'm torn between Two Hearted and Pliny the Elder. Probably would lean the latter based on taste but man I have a ton of good memories of times with the former in my hand as it's served on my favorite golf course, we had a case at my bachelor party, I ordered it for the first time at a trendy bar in law school on a date with you know who, etc.
