As I understand it, most hairstylists aren't employees.

Based on the facts as the OP has represented them, I don't see much basis for a lawsuit.
She never signed a non-compete contract, and she never got paid an hourly wage. Everything was commission, if she worked for 10 hours and didn't have a client she didn't make anything.

Where did she get the email addresses and phone numbers?

If I were to go to some salon, get on their computer and hack all the client info, then start my salon and try and get them to come to me...................would that be ok? Is this really any different?
He said she keeps her own records and isn't taking anything from the salon.

I know a barber who did this. Only the address was right across the street from the old place. About a 15 second walk. They could wave to each other. Or not.
 
Just don't leave a paper trail. As in, no emails, no letters.

Even phone calls would be tricky.

Or maybe it's jsut fine to steal away all the business from your place of employment, whaddooeyenooo

 
For the record, I would do the same damn thing.

I woulda been telling clients for a while I was leaving, and go about it that way, but if not, I am sure I would have gone the unethical possibly illegal route. Worth a shot.

oh hell yeah. Sounds crazy, but yes. Well worth the small investment
She does have some nice ceiling tiles to store the phone in for a rainy day.
