Cutler looks like some cheeser in Madden who just constantly takes the snap and holds the back button to keep dropping back and throw off his back foot since the game doesn't realistically punish you for it.

Maybe they just based all the QBs in the game off Cutler.

It would be a "palpably unfair act" and the ref could choose any penalty to apply up to and including awarding a touchdown. So it's very likely the ref would award possession to the Bears if it looked like the Bears were going to gain possession and the unfair act stopped it.
