Since the shutoff valve that failed is past the city shutoff, it's mine.   They had do dig around it, remove the old one and replace it.   With the extra charge for same-day service, new parts, etc. the price was ridiculous, but waiting on it to find a cheaper plumber wasn't on option.
		
 
		
	 
I had the same thing happen two months ago. We had had a torrential rain storm and I chalked the water in my basement up to that - it was ponded and there wasn't any apparent running water. It had never happened before, but I figured 8" in 4 hours must have found a way in. I put fans and mops and everything on the standing water and could not get it to dry up.
Finally, I called a remediation company. They brought out mega-heaters and mega-fans. My basement is unfinished, but has insulation on the walls. They took down some of the insulation and called me down there. You could hear water spraying and the block was soaked around the main feed. Couldn't tell if it was in the block or just outside. I called some local plumbers and hired the first one to show.
He told me he'd have to trench my yard up to find out exactly where the break was. From my house to the meter on the street is probably 25'. It was broken probably 3" from the foundation. No clue why or how it happened as it was buried so deep.
Anyway, they tore my yard up and fixed it. Then came back and "fixed" where they trenched. They are good plumbers, but their landscaping skills leave something to be desired  
 
He told me that, if my water bill was nuts, to take his paperwork to the town and they'd give me relief.
Meantime, I had contacted my insurance company and started a claim. They told me that, since it was outside of the house (even though it was on "my" side of the meter and on my property), they wouldn't cover it. I asked the adjuster to come out and look at it. He basically told me to pound sand. F him.
Anyway, I was about $2,700 out of pocket (plus whatever my landscape guy is going to charge me to fix the yard - I'm guessing about $500) to get it fixed. Shocked my water bill didn't go over the minimum, though.
