Where's Shuke when you need him? I need him to come and run over a couple school busses for me. I was behind 4 of them when we came to some train tracks. Arm went down and we waited. Then each and every ####### bus had to stop, open their door to make sure that not another train was coming. By the time I got to the tracks, guess what? Another ####### train. 22 minutes total.

Homer, feel free to PM me after Thrones. I have a few non-reader friends who I talk with about the show. I basically just let them spew on and predict and do not comment either way so as not to lead them on into any direction. I help them remember details from seasons past if they have questions or if they want background info from the books, but only if they ask. The Internet and our book thread are too dangerous to delve into if you're unclear on something or have questions.

I sort of figured they're hosed, but if there's any technicality they can get off on (or a way to change the cc&r's without a hoa) it's worth a shot.

ADA was changed in 2011. Only dogs allowable as service animals now. Unless my googling was wrong.
With respect to public accommodations and governmental services.

You're not concerned with the ADA here, you're concerned with the Fair Housing Act.

My mom was about to finish Breaking Bad last week, so I sent her the full series of The Wire to watch next. When she's done, I'm happy to circulate to others (Guster, too?).

You're looking at the "assistance animal" provisions of the Fair Housing Act - doesn't need to be a dog, doesn't need to have any special training, and can include "emotional support" animals. It's still a bit of a shot in the dark, but it's a colorable claim. I'd consider taking the case in my area if there were medical opinions.

No idea. Not sure how you'd change them without a hoa either. If there were a process I'd tell them to go door to door to get votes.
If they have a copy of the full CC&Rs, they should read them and look around the neighborhood for violations, especially on the property of the neighbors looking to enforce them. And then look for anywhere these old CC&Rs break with current law - most notably, refusal to sell to persons of color, etc. There was a lot of that back then.

They may also have an expiration date.

This. I am petty and vindictive at times and had this happen with our HOA. My nosy neighbor (since moved) looked over my fence and saw that I was building a metal shed for storing tools. Those are against HOA rules. Mind you, I literally just had it out of the box and hadn't started serious assembly but received a notice anyway. She was on the HOA board and called it in. My wife confronted her, she copped to turning us in and said that "as a licensed REAL-TOR" she knew that the shed would eventually be visible from the street and affect property values.

Being the fair-minded and reasonable guy I am, I finished building the shed and then drove around the neighborhood compiling various HOA violations. The most common was "TV satellite equipment visible from the street" which affected most every house. In the end my worksheet had 70+ violations. The HOA also says that any violations must be reported using a web form but that the reporting party will be kept apprised of the violation until resolution. i entered a submission for every last one and then began calling the HOA office each morning at 8am to "request a status update on the violations I reported...oh, she's busy? That's fine. I don't mind holding."

Four days later the HOA granted a "special release" that authorized the shed.

CC&Rs can definitely exist without HOAs in California. It's the way things used to be. Other property owners in the development can sue to enforce.

Also, have them check the disclosures when they bought the property - specifically restrictions, CC&Rs, and HOAs. The title company should have provided a copy of these along with the closing documents. If they didn't, they may be on the hook for legal fees or damages here. Or it may be because the CC&Rs are no longer in effect.
