Serious question; if your building and hosting a site through a service like godaddy for example they want to charge you a monthly fee for web builder software. Is that because you'll need that software anytime you change something on your website? What's a cheap easy solution for this? Is there software you can buy and not "rent"?
There are a lot of content management systems out there that'll let you easily and quickly build a website. I'm a fan of Wordpress and use it regularly, but there's also Drupal, Java, Joomla, Squarespace, Wix, etc. The former 3 provide a lot more granularity for your site, although can be rather complex for someone unfamiliar with web development, while the latter 2 are designed to be extremely easy, but with low customization and optimization.
All that being said, it really depends on what you want to do with the site. If you are doing something that requires little in the way of features and functionality (e.g. creating content and structuring that into pages) and want to get started quickly and easily, I'd suggest taking a look at the latter two (or similar services). If you need a site that can do more than that and you don't mind trying to learn a little about the nuts and bolts of web development, I'd suggest one of the latter three (actually I'd suggest Wordpress over those three).
if you decide to give a shot at something like Wordpress, you need someone or something that can host a Wordpress installation - a Linux or windows web server stack. I like GoDaddy, and have used many others hosts, but have always gone back to GoDaddy (I host myself now, though). You could do that, but I'd recommend starting with a web server emulation software that you can run right on your home windows machine (assuming you have windows and not Mac or something else). One such software is called Ampps that I'd recommend checking out.
