That CYDY did not follow by its own choice through with pursuing OWS is what is important. Its not like they were rejected.
Wonder if saying we will move forward with it means Patterson is speaking for his own company.

They were contacted by OWS, which is standard practice for biotechs that may consider submitting for Covid related funding (if they feel they have a candidate product that may meet requirements).
Dr. Patterson hooked them up with Barda, to which CYDY sent information on the drug. This information was reviewed by OWS officials (apparently) and they aren't doing anything else with it. Article seems fishy because in it... it describes the process for OWS funding, where companies have to submit specific applications to specific grant programs to receive funding. CYDY has not done this part of it yet. So no wonder OWS hasn't "done anything with it."
So like you said, OWS has not "rejected" their application. They haven't submitted one...yet. They've only submitted preliminary information about the company and the drug, through Barda. So there's nothing for OWS to even do at this point, according to the article. If CYDY wants OWS funding, they have to apply to specific grant programs.
The line "experts reviewed the submission and opted not to proceed further at this time" is fishy and alerts people like AF to say "AH HA!, you were rejected by OWS!!"
But that line contradicts the process that is explained in the article itself. OWS won't make a ruling on funding yet because CYDY has only submitted preliminary information. They haven't submitted an actual application for funding. yet. That's how I see the article.
Timing of this and AF's tweetering are right on schedule since the PR about meeting the S/C patient numbers came out last night. I'm sure they were holding this at the ready for the first/next PR from CYDY to hit. Not surprising. I think it speaks well to the SP since it really hasn't plummeted that much today.
As for the talk about shares held by BP, who knows what that's all about and what it has to do with OWS. Maybe a tweet from BP will clear it up.
