I do not believe this is what the document is saying. If I read it correctly they put 25M shares in the pot back in 2012 to use as incentives. They currently have about 800K left. They want to authorize 25M more to add to the pot to be available for incentives from not until 2030.  So, the 25M are not for current employees, they are for hires over the next 10 years.  Seems reasonable for a hopefully rapidly expanding company.
Thanks for this.  Hope it is the case. I had just written that they were acting like they expected to be a successful company, I overreacted.

So, is the play right now to sell a percentage of current position and then buy back 30 cents lower tomorrow after today's nothing burger?  (speculative nothing burger)

I'm going to quote myself because I want to be clear that I am not being negative.  This stock has proven that even "good" news is likely to drive the price down.  Only uplisting or EUA is going to drive it up to where it will hold higher than the $3-4 range, IMO.  That is not something I see them announcing on a CC, but I could be wrong.

So, my feeling is that people are going to run the price up, FOMO, before the CC today, and when promising timelines are all we get, the price will drop tomorrow a bit.  

If for some reason they announce something unexpected, well, I still have an ok position and will be just fine in the long run.

ETA: I have a sell order in at $3.70 for about 35% of my shares.

Yes I believe there will be a drop tomorrow. 8-10%. However there is a nonzero chance they drop big news on the call and it spikes. I mean, maybe a 5% chance of that. But it’s possible. There will be something that causes it to spike at some point.

Seems like a popular idea to sell before the meeting

 
FDA may need to take into account that FDA-equivalent in a partner state is giving us some floor time, and perhaps more. FDA had better navigate carefully.  The door is still open for them.

No doubt some element of the press release is to push the FDA a bit, in addition to detailing developments to investors.

 
Type A meeting with FDA on the BLA (for HIV) scheduled for Sept 8.  The FDA clarified the items it needed primarily related to dosage levels.  

Finally, at least the meeting is scheduled.

Heads will roll in US if approved and effective for UK.
