Of course they will change the rules, after all Qatar is Arab (read the FIFA press statements, they've already set this process in motion).The entire thing is a joke though. After a few years go by and everyone lets the stink go away, my guess is that it will be US vs England for 2026 unless China is able to get the rules changed.
The next bidding process won't be until 2018 I think.

There's some sort of rules (although I'm not sure of the specifics, someone like Andy would know more) where the Cup won't go to two countries in the same federation in back-to-back cups. There have been rumors of China putting together a serious bid for 2026. Qatar plays in the Asian Federation with China, and will host 2022.There's also been talk of changing the voting process to make things more transparent...who knows about that, though?What rule changes are we talking about here?
