They couldn't win a 5 team group that was won by 25th ranked Serbia. The group included Azerbaijan (119), Luxembourg (91), and Ireland (51).

And now it is a lions den of 12 good teams battling it out for only 3 spots over multiple rounds. If I am understanding this right, the last 12 teams will play various single elimination games until only 3 are left. Sounds like the higher seeded team gets to play at home, and seeds were determined based on the original group results that saw the 10 teams directly qualify.
3 groups of 4 with 2 seeded teams in each and then 2 non seeded. They play two games to win and in.
