Just looked it up "Sanctuary ... those who arrive, survive." Seems like it has to be the same since it is in the area and the wording was similar.

I wasn't sure if Carol was lying about seeing the prison go up. She didn't tell the truth about what happened between her and Rick

One thing we've learned in the last two episodes is the group may be scattered but they're not that far apart geographically. Should make it easier for them to ultimately get back together - assuming that happens.
