I think his success will depend on his ability to attract quality assistants who can develop the talent and his ability to judge talent since noone on the personnell side has proven an abilty there.
Sean Payton was the play-caller in Dallas. Those plays were obviously influenced by the Tuna, so it is hard to tell how conservative he really is philosophically. Because the Cowboys don't allow anyone but Bill Parcells or Jerry Jones to talk to the media, not much is know about his personality,etc. He was smart enough to turn down the Raider's job a couple years back though.
