Help me understand these questions regarding penalites. These may be ignorant questions, but please reply in a non-sarcastic way, as I'm genuinely puzzled 
1. Off-setting penalities. An offensive lineman commits a holding foul, while a defensive player destroys a QB with helmet-to-helment contact on the same play. Both are penalized, both are negated. How is this OK and why are penalites not weighted differently in this situation?
2. Half the distance to the goal. The defense is flagged for roughing the passer while the opponent has the ball on their 15 yard line. Rather than getting the ball on the the D's 1 yard line (or 1 inch), the offense is merely awarded 7 (or 7.5 yards) as compensation. I don't get it.
