He's active. From Rotoworld:

Steven Jackson-RB-Rams Oct. 31 - 11:43 am et Steven Jackson (finger) is active for Sunday's game against the Panthers.Jackson just had pins put in his left ring finger on Monday, so we're skeptical of his ability to catch passes today. Still, you can't bench Jackson in any circumstance. He's a strong bet for 20-25 carries in this plus matchup.

ESPN's Chris Mortensen is reporting this morning that Rams RB Steven Jackson will start today but that there is lingering doubt within the organization on how long he'll be able to last. He's playing with two pins in his finger and the pain will not be insignificant.
