If NE Coach wants to talk trades with another coach, does he physically call him? Send a memo?

Can the owner make trades without the consent of the coach.

I have always assumed the team's General Manager consulted with the Team Owner, the Head Coach and other members of his staff regarding personnel decisions, and the General Manager initiated that contact.

The Owner can do as he pleases, I suppose.
