A Damper on Viking Stadium Plans
In his quest to build a new Vikings stadium and $1.67 billion Northern Lights retail complex in Blaine, Zygi Wilf may have to tackle an unlikely opponent: the U.S. Army Corps of Engineers.
Much of the 740 acres that Wilf wants has been designated as wetlands by the corps, which has refused to approve much of the land for development.

I would imagine that the Core is stubborn because of the long history on midwest farms of draining wetlands. In 2003, Minnesota had 9.3 acres of wetlands, though now we have apparently built it back up to 13.1 million with wetland projects. That sounds like a lot, but remember that back in 1850 there were 18.6 million acres, most of which were drained by farmers (like my father) who were cleaning up their fields with drainage tiles. You really need to do it for farming, but it does shrink the wetland acrage considerably.
