So assume it looked like Heap stepped out of bounds. If he did, the game is over right there and accepting the penalty would actually hurt you. But the called play on the field was a TD. Can you ask for a review first and then decline the penalty if he is ruled out of bounds?That's a great question. It's all in the rules.Measurements are used for two different purposes: (1) so refs can decide if a first down was made and (2) so coaches can see how far away they are. Instant Replay is not set up that way. They force the refs to make a call on the field and go with it until a review is asked for. With measurements, refs aren't forced to make a decision prior to measuring.But, it is interesting to think about the similarities of the two events.
