This is true, but only one game has been with Mooney also playing. Since Penix took over, London's huge target volume has been partly a factor of Mooney not being there to siphon off some of the WR targets (and not even including Pitts in the mix). Why the struggles? Well QB health is top of mind, and Penix should be back if not this week than next.
