I suppose one could argue it’s not a negative, no. But it sure as hell isn’t “careening him up draft boards” to land with a QB that’s not very proficient at passing.

Lamar Jackson did throw 36 TDs last year.
You don't think those numbers can go up as Jackson continues to improve as a passer?

If Duvernay can go for 5 catches for 65 yards every week, he's a nice PPR option in most leagues.

And he's getting better. I doubt he runs quite as much this year, both out of safety and out of tactical design changes caused by opponent's gameplans.

Considering I've been doing mocks for about two weeks now, and the algorithm based on ECR and likelihood has him going in the late fourth/early fifth of rookie drafts, then "careen up" is likely what this pick does for him.
