If I remember correctly, they wanted to give more meaning to national team games during international breaks that were not qualifying matches for the Euros or WC. So they created the Nations League and attached qualifying seedings to it. I must be an outlier.. I prefer the meaningless friendlies during actual FIFA breaks. A chance for coaches, players, teams to try **** without consequence. I mean it adds some structure and meaning, but it is primarily a big thing for those teams on the fringes of WC or continental cup qualification, whereby Nations League finishes might see them get an additional chance at progressing into a major comp. A game between Spain and France where they're both qualifying should absolutely be treated as a friendly and see them experiment with whatever the heck they want. I agree with you to a point, but when you add meaning to a game, the coaches need a win so they call in their top guys.
