I doubt the Raiders' offense would become elite if they hired Johnson. One big reason is that the Lions' front office has proven to be much better at identifying elite talent in drafts. Raiders...not so much. Yes, they appeared to have a good draft last year so that stokes the fanbase's optimism. However, given the team's track record, I doubt they sustain that success. From what I glean on social media fans seem to think Brady will be the savior to the decades of mismanagement by the front office. Brady has no track record in this capacity, and I personally feel like this is a case of Mark Davis jock-sniffing. As a reminder, the Broncos hired Elway to work in a similar capacity and it was a disaster.
We can have a debate about whether the AFC west is tougher than the NFC north, but HC talent in the AFC west is far superior to that NFC north.

Great question. After some soul-searching, I find that what offends me is any optimism surrounding the Raiders as long as Mork owns the team. This clown is as bad as Daniel Snyder and Woody Johnson. In 13 years under Mork's "leadership" the team has never won a division title or a playoff game (even Woody Johnson has won a playoff game). Mork didn't earn his place as an NFL owner, he inherited it. While he has been around football his entire life, he does not know how to run a team. I honestly do not understand how anyone could argue otherwise. Mork, is the decision maker doing the hiring.
Besides being born with a silver spoon in his mouth, Mork's decisions smell of jock-sniffing. It felt that way with JDR. It felt that way with Gruden. And it feels like that with Brady.
Besides those issues, he steers the team in drastic directions so there will never be any continuity. He will hire the GM and coach, who are supposed to work closely together on talent acquisition and drafting (Reggie and Allen). Then, he will dramatically change directions and hire a coach who also has the final say in personnel decisions (Gruden). Yet, he ignores Gruden's track record while drafting as the Bucs HC. Now it appears that he is going back to the HC has the final say in talent acquisition (has that ever really worked out anywhere?).
In between, those poor decisions he lets
Bisaccia walk. Mork is a poor decision waiting to happen. Allowing him to run a NFL team is like giving an orangutan a loaded gun. Anything can happen and none of it is good.

I feel like I am in the middle of the movie Don't Look Up where everyone ignores the real issue. Bottom line: It isn't going to change as long as Mork owns the team.
